Key distinction: completely silent = no power reaching the motor (thermal fuse, door switch). Hums but drum doesn't move = belt or rollers (see "drum won't spin"). Two different problems with different fixes.
Important: if the GE thermal fuse blew, there's always a reason — almost always a clogged exhaust duct. I replace the fuse AND clean the duct on the same visit. Skip the cleaning and the new fuse blows again in a few weeks.

Yes, always. A GE thermal fuse blows because the dryer overheated — and that happens because the exhaust duct is clogged. Replacing just the fuse without cleaning the duct means the new fuse blows in a few weeks. I replace the fuse and clean the duct in the same visit. Duct cleaning is included in the repair price.
Sudden no-start after normal use is almost always the thermal fuse. GE dryers can run for years with a partially clogged vent, then one heavy load pushes the temperature over the limit and the fuse blows. Thermal fuse: $80 + $15.
