A GE dryer that won't start is usually one of two things: the thermal fuse blew (protecting the machine from overheating) or the door switch failed (the machine thinks the door is open).
Key distinction: completely silent = no power reaching the motor (thermal fuse, door switch). Hums but the drum doesn't move = belt or rollers. Two different problems with different fixes.
